Who is this?

When we were in Gatlinburg recently, we drove up to the Sevier County Courthouse to pay our tax bill.  That's when I noticed this statue in front of the courthouse.

Let's see how well you know your Gatlinburg area history.  If you correctly guess the name of the person represented by this statue, you just might receive a prize!
